President Trump has capped U.S. refugee admissions at 17,500 for fiscal year 2027, with most available places designated for white South Africans, sharply restricting opportunities for thousands of refugees from other countries who have been waiting for resettlement in the United States.

The presidential determination, signed September 25, directs that admissions be allocated primarily to Afrikaners, a white South African ethnic group. The ceiling is substantially below the 125,000 refugees authorized annually under the previous administration, although the new limit matches the revised ceiling Trump established for fiscal year 2026.

The administration says Afrikaners face government-sponsored racial discrimination in South Africa and deserve humanitarian protection. South African officials have rejected allegations of systematic persecution, while refugee advocates argue that prioritizing one population leaves people fleeing war, violence and political persecution in other countries with few opportunities for admission.

The restrictions have disrupted resettlement plans for refugees who had already undergone extensive screening, including families expecting to reunite with relatives in the United States. Refugee assistance organizations have challenged the administration’s policies in court, warning that prolonged delays have left vulnerable people stranded abroad despite completing significant portions of the approval process.

The administration’s preference for Afrikaners has also encountered limited demand. A proposal reported this week outlined a possible $335,000 research and advertising campaign to understand why fewer South Africans were applying than anticipated. Meanwhile, the 2027 admissions ceiling leaves most other refugee populations facing continued uncertainty about whether they will be permitted to enter the United States.
