$1.2 Billion Deal Will End Three U.S. Offshore Wind Projects

The Trump administration has reached a $1.22 billion agreement with German energy company RWE to relinquish three offshore wind leases off the coasts of New York, California and Louisiana, marking another major retreat from U.S. offshore wind development.

Under the agreement, RWE will give up the leases while redirecting much of its planned U.S. investment toward natural gas projects. The company plans to invest roughly $900 million in a liquefied natural gas project in Louisiana and another $300 million in turbines for 15 natural gas peaker plants, which are designed to supply electricity during periods of high demand.

The deal is part of a broader effort by President Donald Trump to scale back offshore wind development while expanding domestic fossil fuel production. His administration has moved aggressively against offshore wind projects, arguing that they are costly, unreliable and potentially harmful to coastal communities and marine environments.

RWE is not the first major energy company to reach an agreement to abandon offshore wind development under the administration. Similar deals involving other developers have pushed federal commitments connected to offshore wind exits to nearly $4 billion, underscoring the scale of the shift taking place in U.S. energy policy.

The latest agreement also illustrates where some of that investment may be headed next. Rather than leaving the U.S. energy market entirely, RWE is moving capital from offshore wind into natural gas and LNG infrastructure — a transition that closely aligns with the Trump administration’s push to expand American fossil fuel production and energy exports.
